The paper analyzes the Amendment of 328/2002 Coll. Act, the adoption of which had been planned for ten years. Up to 2013, the policemen and soldiers in their best active years were leaving for retirement pension and the state kept losing its skilled and highly active policemen and soldiers with long-term experience.
