MODERNIZATION OF EDUCATION SYSTEM IN KAZAKHSTAN

Abstract

Strategic goal of political socialization of young generation of the Republic of Kazakhstan should be idea of forming people with the creative mindset, high culture, innovative approach, physically and spiritually developed, highly skilled professionals. However, young people in Kazakhstan remain the most socially disadvantaged group. According to material security of young generation is not observed homogeneity, they are differentiated the same as all the population. The modern youth problems are highlighted, first of all get an education, training, and get a job. Reducing the availability of education is associated not only with the introduction of paid services to exclusive types of training, but also with a decrease of the economic potential of certain groups and social class, their ability to pay for their children's education, or provide financial support for the training. Disadvantaged and economically disadvantaged segments of the population take place social priorities and strategies switching with long-term (usually involving to get high professional qualifications on the basis of long-term training) for short-term (usually associated with obtaining at least some specialty and profession). In the focus of the short-term strategies are the immediate needs of survival, not related to get higher education and quality knowledge level. The state program of education development for 2010-2020 includes the measures on legal, investment, economic and personnel education modernization. Positions of Kazakhstan educational system in the world rankings confirms that all the necessary conditions for the development of human capital and the gradual increase of competitiveness of educational services in Kazakhstan. Along with that, Kazakhstan became the first Central Asian state, a full member of the European educational space, member of the Bologna process. Today the state has taken upon itself the role of regulator of educational programs, the guarantor of educational standards and one of the training providers. However, the main function is forgotten - care about advanced and challenging nature of higher education toward the economy, science and technology. Therefore, the state order should be focused not on the current needs of the governmental entities and agencies, but long-term strategic national interests. Obviously, the system of higher education in Kazakhstan needs to develop new approaches and ideas to ensure its sustainable development in modern conditions. This approach is the main imperative of formation of national thinking and outlook, and quality relationship education of young people with the character of political modernization, democratization, humanization and technological transformation of society in accordance with the requirements of the modern development of Kazakhstan.
