TRANSFORMATIONS OF THE FUNCTIONAL AND SPATIAL STRUCTURE OF SINGLE-FAMILY HOUSING ESTATE. CASE STUDY NOWY CHRZANOW KOLONIA (WARSAW)

Abstract

Urban areas are subject to continuous transformations. Apart from central parts of cities, residential districts develop the fastest. Together with the expansion of cities and sprawl of building development over larger and larger areas, transformations also occur in the existing structures. The introduced changes frequently lead to a complete change of the character of building development. The objective of the article is the analysis of parcellation, functional, and spatial transformations occurring in the area of single-family housing districts in the context of lack of the binding local plan. Individual transformations of real estate in the conditions of lack of planning regulations concerning building plots and function and parameters of building development are excessively varied, negatively affecting spatial order. The study area covered the Nowy Chrzanow Kolonia district, established at the end of the 18th century in the area of the current Bemowo Borough in Warsaw. Its spatial structure was subject to considerable transformations over a period of more than two hundred years from the moment of its implementation. The original building development was supplemented and replaced with new one, corrections of part of building plots were performed, and new forms of land use were introduced. The changes particularly intensified in recent decades, taking form of more and more intensive forms of building development, alien in land development so far. The area has not been covered with any local spatial development plan for more than 15 years. The procedure of preparation of a plan is currently under way. It commenced in 2011. Until the moment of passing of the plan, investments will still be based on individually issued administrative decisions.
