EDUCATION AND POLICY: HUMAN CAPITAL FACTOR

Abstract

At different historical stages education played various roles in society. If initially it was understood as a way of transferring knowledge from one generation to another, then eventually its functions became more complicated. For a few centuries education was closely connected with economic factors, that is it was focused on economic needs of the states of Modern times. The 20th century with all evidence has shown a qualitatively new function of education – political. Certainly, the economic component continues to play an important role but today the political factor can be considered in the context of education as a system-related or a systemic one. It means that education from a simple mechanism of transferring knowledge has been transformed into a tool of formation of the political reality of the post-industrial world. As it appears, in today’s academic literature this issue is represented not fully enough. The synergetic method which has made it possible to state that the postmodern individualization of society which can be perceived on the educational level as well actually acts as a new policy-forming force in the modern world has become the main research method. The main result of the research is that it is suggested that education as a tool of "the human capital" formation should be understood as a policy-forming factor in a contemporary context and the context of the modern international relations.
