THE REALIZATION OF THE GENERAL URBAN PLAN IN LUP?A COMMUNE, ALBA COUNTY, IN ORDER TO ANALYZE THE EVOLUTION OF THE URBAN SPACE

Abstract

The realization of a General Urban Plan is an essential tool for analyzing the evolution of the urban space over time. The General Urban Plan (GUP) is a comprehensive planning document that outlines the long-term development goals and policies for a city or municipality. The GUP typically includes an analysis of current conditions, including population, land use, transportation, infrastructure, and natural resources. The GUP, together with the related Local Urban Planning Regulation, includes mandatory rules for authorizing the execution of constructions on any category of land, both, intra-village and extra-village, within the limits of the administrative territory. The GUP is necessary in the case of investments of interest or major public utility such as: modernization of road infrastructure, expansion of the urban area and water infrastructure, sewerage and natural gas. The GUP plays a critical role in sustainable development by providing a framework for the development of the built environment that is economically, socially, and environmentally sustainable. The present paper presents a case study regarding the comparison between the old and new territorial aspects of the Lupsa commune, in order to highlight the evolution of the urban space.
