RESPONSIBILITIES OF LOCAL PUBLIC AUTHORITIES IN ROMANIA IN THE FIELD OF ENVIRONMENTAL PROTECTION IN THE CONTEXT OF SUSTAINABLE DEVELOPMENT
Abstract
Starting from the idea that the benefits of economic development must be greater than the costs, including those related to the environment conservation and betterment, the first sustainable development strategy of Romania in 1999 had as goal to maintain the welfare of the population in correlation with the requirements of using natural resources rationally and conserving ecosystem. The accession to the European Union in 2007 adjusted the national priorities, these being found in the National Strategy for Sustainable Development-Horizons 2013-2020-2030, later replaced by the National Strategy for the Sustainable Development of Romania 2030. Awareness of the importance of the environment has heightened significantly in recent years. The current strategy targets, among other things, to ensure the conditions for a respectable life for citizens in urban and rural communities by curtailing the negative impact on the environment. Its implementation implies the involvement of the local public administration through the design and achievement of certain projects and strategies that primarily ensure the education of the population in the sense of respecting the environment, taking the necessary steps that people assimilate the skills needed for environmental protection and, last but not least, the creation of local services required for reaching the national goals in the field of environment. The paper will analyze what are the responsibilities of the local public administration authorities and how they are currently assimilated and implemented in Romania in the context of sustainable development.
