The development concept of the regional tourist cluster through creation of the recreational territories of regional and international significance has been set forth. The model of the regional tourist cluster in the Euro-Arctic region (the Murmansk region of Russia) has been elaborated. The worked out model enables to improve the effectiveness of using of the tourist –recreational potential of the region while stimulating development of other sectors.
