Abstract

There is no democratic system without free, general and fair elections. The sovereignty of the people in democracy is achieved through its participation in political decision-making and the right to choose democratic institutions, which are entrusted with the mandate to govern the country. Elections are the essence of democracy or the means by which it functions. Democracy in all its forms is based on the electoral system, which creates the governing structure of a country, assures the participation of citizens in the formation and political control of government and power, and enables political pluralism. Here, it follows that elections have a multifaceted role in democracy. Democracy functions through periodic elections, in which political legitimacy is created and the mandate for the country's government is taken. State power and government are legitimized through elections. Apart from the creation of democratic legitimacy, in democracy, elections are a means of political control. Finally, through elections, political pluralism is put in place.
