PARLIAMENTARY CONTROL IN THE REPUBLIC OF MACEDONIA IN FUNCTION OF GROWTH OF GOVERNMENT RESPONSIBILITY - COMPARATIVE ASPECTS WITH THE REPUBLIC OF ALBANIA

Abstract

Division of power as a base principle of construction of state power is a major precondition for establishment and construction of democratic and functional states in accordance with international acquitted standards and practices. Parliamentary control of the Government and the state administration bodies in front of Parliament is one of the characteristics of the parliamentary system. The Government of the Republic of Macedonia and its members for their work are responsible before the Parliament of the Republic of Macedonia, but also to the general opinion. The Parliament has established constitutional competences to exercise political control over the Government. The constitutional obligation of the Parliament itself, i.e. the MPs, is implemented through constitutional mechanisms; MPs' questions, interpellation and vote of confidence of the Government, as well as other mechanisms (polling commissions, etc.) The purpose of this paper is to study the implementation of parliamentary control over the Government and administration, respectively the use of political and parliamentary mechanisms. Part of the paper will also be the comparative aspect of parliamentary control in the Republic of Macedonia and Republic of Albania. The results of this paper should reflect the analysis of the functioning of parliamentary control in Republic of Macedonia compare to Republic of Albania. The used methodology will be in the function of researching the subject and obtaining results and conclusions of the work using appropriate legal and sociological scientific methods as the method comparative that will achieve the specified objective. Part of the paper will be the conclusions of the paper that will be the product of analysis and scientific research.
