NATIONAL ABILITY TESTS IN ROMANIA
Abstract
This study investigates the evolution of national standardized tests in Romania, contextualizing these developments within international educational practices. Employing an exploratory, descriptive research methodology, the research is based on desk research and document analysis of relevant laws, regulations, and methodological guides. The primary objective is to provide a comprehensive overview of the regulatory changes and their impacts on assessment processes over the past decade and a half. The findings reveal that the Romanian education system has undergone significant transformations, particularly in the legal framework and implementation of standardized assessments. Initially mandated by the Education Act of 2011 and reinforced by subsequent legislation, these assessments have progressively incorporated skills measurement and critical thinking, shifting away from rote memorization. The centralized control by the Ministry of Education ensures uniform testing procedures nationwide, despite occasional data security breaches. Recent advancements include the introduction of digital assessment systems, aiming to provide faster feedback and more efficient data analysis. However, challenges such as technical issues and the need for adequate teacher training persist. The study highlights both the benefits and drawbacks of these standardized assessments, noting their role in providing objective data on student performance while also recognizing the stress they can induce in students. This comprehensive analysis positions Romania’s national assessments within the broader context of international practices, illustrating both the progress made and the ongoing challenges in achieving educational quality and fairness.
