MODERN RUSSIAN VISION OF “SMART PEOPLE” IN URBAN DEVELOPMENT

Abstract

The research question of the article is to find out the aspects of Russian smart city developers’ vision of expected inhabitants, as practitioners elaborating “smart city” concepts pay less attention to humanistic aspect of the problem than to technologies. To achieve that, an analysis of Russian articles on smart city mentioning the roles and functions of “smart people” was held. The results of the review are the following: first, the idea of “smart people” is controversial and impossible to achieve, while the term itself is inappropriate and offensive; second, Russian authorities consider urban population in smart planning context as a resource, an object, or a number of subjects, and the object approach dominates; third, technical developers working on smart city roadmaps rarely take into account real human behavior, which results in their inability to predict failures in smart city implementation. Nowadays the idea of Smart city 2.0 is appearing, with the technologies to be not the ultimate goal but a mean for the citizens to improve their lives and to meet their real needs, but this human-oriented approach has not yet proliferated enough, especially in Russia.
