DEFINITION AND LEGAL FORMS OF CHILDRENS` ENVIRONMENTAL PARLIAMENT ACTIVITIES UNDER UKRAINIAN LEGISLATION

Abstract

The article is devoted to legal aspects of the Children's Environmental Parliament ac-tivity as of a special form of extracurricular education in Ukraine. Basing on the analy-sis of legislation as well as methodological and other documentation the author analyzes and specifies legal forms of the Children's Environmental Parliament activity. Such forms determine its special place in system of extracurricular environmental and natu-ralistic education. Considering progressive achievements of the Ukrainian environmental legal doctrine and provisions of relevant legal acts concept of the Children's Environmental Parlia-mentis developed as of one of the forms of exercising citizens` right to environmental education that is enshrined in the Law of Ukraine "On Environmental Protection" dated June 25, 1991. In addition, establishment and operation of the Children's Environmental Parliamentis one of the guarantees of ensuring such a strategic direction for develop-ment of education in Ukraine as environmentalization declared in the National Strategy for Development of Education in Ukraine until 2021, approved by the Decree of the President of Ukraine dated June 25, 2013. Significance of this research is preconditioned by lack of solid scientific and doctrinal developments devoted to the legal aspects of environmental education and implementa-tion of thecitizens` right to environmental education, as well as education in the inter-ests of sustainable development and the legal mechanism of guaranteeing its implemen-tation in Ukraine. The clear majority of scientific developments in the field of environ-mental education and education in field of sustainable development are carried out with-in the framework of education science, philosophy, psychology, biology and other sci-ences, while importance of effective legal regulation in this area is underestimated. Considering that Association Agreement between the European Union and the Europe-an Atomic Energy Community and their member states, of the one part, and Ukraine, of the other partratified by the Law of Ukraine dated September 16, 2014 provides cooper-ation between Ukraine and the European Union in the field of education and training, in particular, regarding environmental protection (Article 361 of the Association Agree-ment), it was concluded that the development of an effective legal framework for a vari-ety of forms of environmental education, in particular, the Children's Environmental Parliament, solid guaranteeing their activities, should become a strategic objective of state policy, as well as legal doctrine in Ukraine.
