INNOVATIVE FORMS OF PUBLIC PARTICIPATION IN THE LOCAL GOVERNMENT

Abstract

The article proves advanced forms of citizens and local government's interaction. Authors consider and analyze some aspects of direct democracy and compares Russian regulation and theory with foreign legal orders. Authors describe the content and determines problems and prospects of using such advanced forms of interaction of citizens and local governments, as electronic referendum (plebiscite) and surveys. Methods: dialectic, abstraction, analysis, synthesis, deduction, legalistic method, interbranch legal research. Results: The potential of electronic democracy implementation forms, in particular electronic referendums, polls and vote, is used not enough in Russia. It is necessary to create new open spaces of citizens and government authorities public dialogue. It is necessary to carry out educational measures to explain the forms and methods of participation in the discussion and decision issues of local importance. The Russian government authorities should use the huge reserves of information technology for attracting young people in discussion and resolving issues of local importance - for the formation of the youth culture of e-participation. Using of electronic referendums and polls during the economic crisis would be very effective from all points of view.
