ANALYSIS OF DEVELOPMENTAL DISPARITIES BY USING THE PREEMINENCE PROPAGATION INDEX

Abstract

Increasing disparities of development are a characteristic of the countries of Eastern Europe. Understanding the mechanisms that lead to the amplification of these phenomena, is a central topic of scientific research in the area of territorial management. The study aims to develop a new methodology to analyze the concentration trend of the poorest administrative units from Romania, the results obtained contributing to a superior understanding of a complex of determinants of polarized development. The analysis interval is 2000-2014, a period characterized by regional contracting dynamics. For each year, a hierarchy was performed according to which two values were separated, above and below the 2400, out of a total of 3181 territorial administrative units, the high values of the incomes per capita, represented by black, and low, represented by white. Data representation was done in QuantumGIS, and data interpretation was done at development and county level. With IQM, using binary images, we calculated the preeminence propagation index (PPI) based on Tug-of-War lacunarity and the Fractal Fragmentation Index. The results obtained represent a superior level of understanding of the determinants of poverty and a methodological direction with a wide scope of applicability. The results obtained lead to a new perspective on polarized development, the proposed methodology contributing to understanding the dynamic context of development.
