IMPROVING SOCIAL WORK PRACTICE THROUGH ROMANIAN OMBUDSMANВ’S ACTIVITY

Abstract

Since the political changes supported in December 1989, the Romanian social protection system had underwent through various stages of evolution, development and restructuring. During the same time, sets of laws, that supported the reform of the system, and minimum quality standards were set up to ensure that services were provided, indifferent of the nature of the supplier - public or private - with the same quality. However, aside from the prerequisites that need to be fulfilled by the contractor in order to be accredited to offer social services, aside from the work of Social Inspection that ensures that the quality requirements are met, there is an independent body in Romania that can review how the services are delivered. This is the Romanian Ombudsman whose aim is to protect the rights and freedoms of the Romanian citizens in their relations with Romanian authorities. Since the multidisciplinary teams of the Ombudsman are investigating any citizenВ’ submitted petition or any mediaВ’s news reports about breaching of a personВ’s rights and freedom, and since the recommendations they write up are compulsory to the supplier of social services, we can consider that the work of the Ombudsman is critical for the improvement of Social Work practice. For that it had been performed a research by using the organizationВ’s annual reports from the last decade (2007-2017). The paper focuses on examining the inspecting activity of the Ombudsman related to beneficiaries of social protection system: children, families, persons with handicap, as well as the type of recommendations that need to be followed up by public and private contractors and the case studies the institution developed. The aim of the study is to highlight how the Ombudsman reports can be used to improve Social Work practice.
