SMART CITY GROWTH: EXPERIENCE AND OPPORTUNITIES IN THE NORTH AND THE ARCTIC
Abstract
To develop the northern and arctic territories, highly skilled workers are needed. But the problem is that if the quality of life and work does not meet their expectations, they will not be equal in other regions, this can be an important condition for obtaining and consolidating the results of research and development of the Arctic areas and on the ecology of the northern region. It is necessary to create or transform settlements that should be maximally adapted to a particular territory, should not violate the biobalance and not cause conflicts on the part of the indigenous population, promote psychological and physiological adaptation of the person. Smart growth of northern and arctic settlements is due to rational management of natural resources, rational infrastructure development, involvement of the local community and the state in projects and projects related to the socio-cultural sphere. A new criterion for today is the comfort of the environment not only for living, but for life as a whole. Today, the key task is the creation of conditions for the development of cities of all types, ensuring, by increasing their own competitiveness, the uniformity of economic and social development of the country's territories. The authors singled out the main factors that influence the growth of cities and settlements of the North and the Arctic. In the process of work, the analysis of the life cycle and construction of settlements of the North is given, the main directions and features of modern urban construction are studied. To conclude, the considered problem is topical due to the need to long-term development of the Northern and Arctic regions.
