THE ORGANIZATION AND FUNCTIONING PRINCIPLES OF THE EUROPEAN UNION

Abstract

The emergence and functioning of the European Union is not an element of absolute novelty in international relations, but it could be argued that it is the consequence of capitalizing on the experiences that history has built over time at national and international level for each of the European states. The history has reflected the necessity of an international alliance between states, the fundamental aim being to ensure stability on a regional and continental level, as well as the fact that alliances created by military or political constraints have been doomed of failure in time, with adverse consequences for component states. The functioning and effectiveness of this international organization was also the consequence of establishing principles to ensure the democratic character of this organization. It is to be remembered: principle of democracy, principle of equality, principle of solidarity in fact, principle of the attribution of competences. The analysis of these rules provides the possibility to understand the essence of the structure and functioning of this European construction.
