Abstract

Study of entrepreneurial behavior is based on in-depth empirical qualitative research. Research explores and explains entrepreneur actions and counteractions under business environment munificence/scarcity. Surrounding environment evokes entrepreneurial behavior which has become an important issue. Entrepreneurs identify a business idea and change that into a venture. More enterprises operate in a munificent and stable environment which leads to theories that the environment supports and stimulates entrepreneurship. Research explores how entrepreneurial decisions and actions could be linked to the creation of untraded interdependencies. Discovered relations proved to provide the entrepreneur with access to knowledge and information. Research has discovered that actions towards environment created networks and relations which further offer an access to specialized inputs. Cohesive and pervasive study approach derived from social behavioral aspects and included a broad spectrum of elements that interconnects the public with private the sector and spans all aspects of entrepreneurs´ needs. Entrepreneurs have proved flexibility in counteracting scarcity of the business environment and grasping opportunities. Anyway, the public policy should help entrepreneurs by providing public goods and by creating a relevant environment for them. To overcome environment scarcity and to create a dynamic economy, which ensures that entrepreneurs can start and develop their businesses, public policy should understand entrepreneurship, support it and motivate it properly.
