DYSFUNCTIONAL FAMILIES AS CLIENTS OF SOCIAL SERVICES
Abstract
Care for children deprived of properly functioning families represents an integral element of family-oriented social policy in Poland, which is based on the constitutional principle of subsidiarity. According to this principle, the state, through the system of legal guarantees and support structures, offers conditions for support at a local level while empowering families. The entities that are involved in tasks to support families include local social services institutions, non-governmental organizations, and the Church and religious associations, whereas the clients are families living in unfavourable economic conditions who were not equipped in life capital that would help them adjust to changing economic and social conditions. The study presents initiatives taken to support families in the urban environment of the city of Cz?stochowa in Poland with particular focus on professional social services performed within Voivodeship and local-level support programs.
