METHODS OF DETECTING IMBALANCES IN THE STRUCTURE AND DYNAMICS OF THE SOCIO-ECONOMIC SYSTEM

Abstract

Development of socio-economic systems is uneven. Various subsystems change at different speeds and in different directions. The result of this is the emergence of structural imbalances. These imbalances can be both static and dynamic. Their presence has a negative impact on economic growth, living standards, technological level of the economy and other important factors. Studying disparities of socio-economic systems studied by different specialists, methods of their analysis are enshrined in international documents (in particular the UN), national and regional level, however, the tools of their assessment for developing countries remain poorly understood. The aim of the research is the systematization and selection of methods for the detection and evaluation of static and dynamic imbalances of socio-economic system, adapted to the conditions of a developing economy. Research methods: literature review, expert evaluation, economic-mathematical modeling, statistical, comparative and systematic analysis. The study proposed by authors is an original interpretation of the category of "disparity of socio-economic system". The classification of imbalances can be at the sectoral and territorial characteristics. They proposed and tested (on the example of Russia) tools to identify disparities in the structure and dynamics of socio-economic system at the macro and meso level. The results of the research were recommended in the practice of public authorities in the development and implementation of state policy of regulation of socio-economic development.
