Abstract

The history of the last four centuries convincingly testifies to the increased role of the scientific elite in solving fundamental problems and in determining the development strategy of all mankind. It is already impossible for us to imagine the modern world without the achievements of science, with which all spheres of our public and private being are saturated. As a result, the role of the scientific elite, which is an advanced class of the elite professional community, increases, and the fate of the development of all mankind as a whole depends on the solution of its tasks. Most analysts point out the growing dependence of social development on expert assessments and forecasts, in which the leading role is assigned to the scientific elites. The historiographic analysis carried out in this work makes it possible to identify the most relevant ideas that contribute to an adequate assessment and constructive development of scientific elites. The dependence of mankind on science is expressed in strengthening the role of scientists and in particular their scientific elite communities, which nowadays act as experts on any issue. At the same time the proportion of near-scientific speculations and overt pseudoscientific fabrications has increased in the modern world. Therefore, along with the development and introduction of advanced scientific technologies, the demand for science in the fight against pseudoscientific tendencies which cause significant damage to the reputation of modern science and undermine the credibility of the scientific elite is growing. The expert assessment of the state of modern scientific elites is discussed in this paper.
