INFORMATION AND COMMUNICATION TECHNOLOGY DEVELOPMENT AND NETWORKED READINESS IN THE CONTEXT OF “SMART” CITIES

Abstract

Human Development Index is a composite statistic currently viewed as an indicator of “quality of life”. The rankings of the world’s countries were assessed by the authors to determine the level of compliance with Human Development Index. The results of the comparative analysis defining the potential opportunities for building “smart cities” are presented below. The top 14 countries, ranked by Gross Domestic Product, were assessed over such categories as: education, Information and Communication technology development, networked readiness and well-being. The data have shown that Human Development and Education Indexes are nearly equal and close to Information and Communication technology Development Index. The possibilities of taking the countries forward and on to the path of prosperity in the context of Information and Communication technology development and networked readiness have been examined. It can be assumed that the level of networked readiness corresponds to the level of Information and Communication technology development for the countries which Information and Communication technology Development and Networked Indexes are equal or have close positions.
