EVOLUTIONARY PROCESSES OF THE HIGHER EDUCATION SYSTEM IN THE RUSSIAN FEDERATION

Abstract

The article studies the higher education reforming period in the Russian Federation (since December 25, 1991 to the present time) and presents the analysis of the Russian Federation legislation in the field of education, which is based on the following documents: Law of the Russian Federation "On education" dated July 10, 1992; Decree of the Supreme Soviet of the Russian Federation "On the enactment procedure of the Law of the Russian Federation "On education" No. 3627-I dated 10 July, 1992; Federal Law No. 125-FZ RF "Concerning Higher and Postgraduate Vocational Education" dated July 19, 1996; and the Federal Law of the Russian Federation No. 273-FZ "Concerning education in Russian Federation" dated December 21, 2012. The authors identify stages of higher education system reforming in the Russian Federation, underlining the bottlenecks of the reforms and the problems which are faced by the academic staff of universities when reforming the education system. The process of reforming the higher vocational education is developing on the path of integration into a common educational space of Europe and involves overcoming fundamental differences of education systems. This is hardly achievable in practice, because in Western Europe there is no uniform approach to the training of highly qualified personnel, including lawyers. The authors believe that higher education in the Russian Federation should be uniform, as it was envisaged by the legislation of Soviet Russia and the Russian Empire. Fulfilling of such a program can be based on the quite versatile specialistВ’s degree programs. As for the multi-stage system of higher education, it not only causes difficulties in their separation, but also is associated to the fact that a unified approach to the definition of these stages has not been developed so far. A special attention is paid to improving the development of comprehensive sets of competences that are specific to certain professions or types of activities, as well as their further approval by the Russian Federation government for their practical implementation.
