TRADITIONAL MODEL AND SEPARATION OF POLICY FROM ADMINISTRATION
Abstract
Although some types of administration have existed earlier, however, the traditional public administration model actually dates back to the middle of the nineteenth century. Previous administration systems showed an important characteristic. They were "personal", based on loyalty to a particular individual as a king or a minister, instead of being "undetermined" on the basis of legitimacy and loyalty to the organization and the state. Their practices often resulted in corruption or abuse of office for personal gains, although the idea that these are unwanted copy features of the administration remains only as a source of the traditional model. A normal way for a new person to gain employment by the government (only men were hired) was the application to a relative or family who had a position and a chance to help.
