DIVERSIFICATION OF VOCATIONAL EDUCATION IN THE REGIONAL EDUCATION CLUSTER

Abstract

Requirements to the quality of training and retraining specialists increases the role of continuous education during the entire employment period of the individual. In the article the diversification of professional education we considered as a principle of development of continuing vocational education and alternative to the classic process of formation of professional knowledge. Diversification of education can be realized in two forms: extensive and intensive (horizontal and vertical). Extensive form – creation of new educational institutions both public and private, an increase number of students, creation or complication of the educational structures. Intensive form – expanding the range of educational services, using of innovative forms and technologies. The authors considered the system of professional education in the region and built a model of it. There is a multilevel system of continuous vocational education. Analyzed the actual process of diversifying education in the form of providing educational services. For distinguishing the educational cluster, we have applied the geographical principle, singled out and examined the educational institutions of various types of the Ural region. The educational cluster promotes the effective dissemination of new knowledge that stimulates innovation in industry and economics to increase the competitiveness of the region. This research based on the system and structural-functional approaches. The system approach allowed studying professional education as a system and determining its current state at country and region level. Within the framework of the structural-functional approach, the prospects for diversifying educational services as a functional interconnection of the elements of this system are considered. In conditions of turbulent environment changing the transfer of educational technologies, integration of knowledge, optimization of teaching methods, orientation to continuous holistic development, especially in the areas of training specialists in the intellectual labor market. It determines certain requirements dictated by the labor market needs for modern subjects of educational services.
