INSPECTIONS AS CONTROLLING BODIES IN THE PUBLIC ADMINISTRATION OF REPUBLIC OF MACEDONIA
Abstract
The state administration bodies in exercising supervision through the inspectorate exercise control over the activity of administrative bodies, administrative acts, organizations that have public authorizations, economic entities and other institutions, they impose administrative measures in accordance with the legislation. The Republic of Macedonia, like many other countries, competes in European integrations, which require standards related to administrative control, which is also reflected in the inspective control system as one of the forms of control of the administration, which departs from old concept the so-called repressive supervision by approaching the new concept of prevention and why not counseling. This concept although is present in most European countries with democratic traditions, in the Republic of Macedonia, this concept does not give the right results because state policies in oversight legislation are unstable (changeable) from the concept of strengthening sanctions to their liberalization. When we take in consideration the inspection control in the administration bodies, here we are dealing with a vertical resistance led by power holders who in various forms exert influence on the exercise of the duties and functions of the administration bodies. We can conclude that the exercise of the control by the inspectorate in the work of the administration bodies is at an unquenchable level, which is due to the political influence and why not the party of power holders. The used methodology will be in the function of researching the subject and obtaining results and conclusions of the work using appropriate legal and sociological scientific methods that will achieve the specified objective. Part of the paper will be the conclusions of the paper that will be the product of analysis and scientific research.
