THE WELFARE OF INDIVIDUAL AND THE AREA OF RESIDENCE: RISK ASSESSMENT

Abstract

In a socially-oriented state, the welfare is a key area of socio-economic development. The authors defined the place of economic security in the system of the welfare of individual and the area of residence. The article examines the risks posed to the welfare of individual and the area of residence in the Russian regions. Based on a comparative analysis of studies related to various aspects of risks, the authors proposed a classifier of risks for the welfare of individual and the area of residence (risk of poverty, risk of disease, risk of reduced innovation, risk of financial depression, risk of increasing workload for the working-age population). The proposed risk assessment methodology implies the use of the variation coefficient for various macroeconomic indicators. The results of the calculations showed the high values of the variation coefficients for such indicators as the share of expenses on health in the household consumer spending, number of employed in science, research and development in the total number of employed in the economy, and the index of physical volume of investments in fixed assets. In the future, the risks of disease, reduced innovation, and financial depression in the area may reduce the welfare of individual and the area of residence. These conclusions can be useful in developing strategies of socio-economic development for the regions.
