APPROACH OF THE CZECH REPUBLIC TO THE PREVENTION OF ENVIRONMENTALLY ORIENTED TERRORISM
Abstract
The prevention of a terrorism in the frame of civil and environmental protection getting to be more important within the last decade. Ongoing intensive industrial development and production of chemical substances provides new opportunities and tools to modern terrorist groups, which may represent the major threats to the citizens and the environment. Common - industrially produced - chemicals, which are classified as toxic or highly toxic, can be quite easily abused (in the forms of improvised chemical weapons) for the effective endangering of societal values (human life and health, quality of air, soil, water, agricultural products,\ldots). This fact was reflected, among other issues and opportunities, within the valid Czech Conception of Environmental Security 2012 - 2015 (with outlook to the 2020, non-legislative strategic document), where one of the tasks is to define goals for the environmental protection against the threats of terrorist attacks using dangerous chemicals, to identify potential resources of chemicals available and attractive enough to be misused by such kind of the attack, and to propose effective prevention measures. The paper presents new approach, how to increase environmental security against such misuse of industrially produced chemicals in the Czech Republic. The paper as well poses various approaches “how to fight / prevent against chemical terrorism”, used in selected countries over the world. In conclusion, the basic terms of environmental and chemical terrorism are discussed and defined. This was further used to find a systematic procedure, that allows the identification and prioritisation of dangerous chemicals, which are likely to cause serious impact on human health or on environmental compartments (in transportable quantities by car or highly mobile within the parts of environment after so called “worst case” major industrial accident, caused by terror attack).
