THE IMPACT OF INTERNATIONAL PROJECTS IN THE HIGHER EDUCATION REFORMS - CASE OF THE NORTH MACEDONIA

Abstract

Project management represents a modern analytical approach for managing the phases of project cycles that support strategic goals and programs. The aim of this research is to create a unique rounded theoretical and applicative basis for understanding and using the concept of strategic management within the higher education projects in North Macedonia. After the completed studies of the theoretical aspects of strategic project management, a comprehensive analysis was conducted on the projects supporting the strategic goal for the participation of North Macedonia in the European Higher Education Area. In addition to the supplementary scientific methods, the case study method was used in the elaboration of successful examples of management with higher education projects and furthermore the interview and field experiment methods has been used. During the research, it was found that measures to support the strategic management of the universities in North Macedonia in the implementation of the Bologna process should continue, but the participants and social partners must be included in institutional level, whereas the projects should support full quality assurance at all levels, since the trend of opening new universities and dispersing faculties significantly reduces the quality of the educational process. This research will contribute first of all to the need of simultaneous possession of theoretical and practical knowledge and experience of project management. Moreover, the findings from the analysis of the Tempus projects as the most important continuous support of the European Commission and other similar projects will bring data to the society and authorities on the impact and improvement of higher education in North Macedonia.
