BRAZIL IN THE PROCESS OF CONSOLIDATION OF DEMOCRACY
Abstract
The study aims to examine the role of reform of state apparatus in the process of consolidations of democracy. By applying a theoretical framework of Juan Linz and Alfred Stepan (five arenas of consolidation) on the development in Brazil, the author outlines the relationship between the reform of bureaucratic apparatus and the development of the other four arenas: civil society, political society, rule of law and economic society. The paper undertakes a description of the reforms of state apparatus Brazil and analyses the impact on the further development of the rule of law, political and economic society and activities of civil society. The author argues that not formed independent state apparatus strengthened patron-client relation, led to the deepening corruption structures and strongly undermined the rule of law. The capacity of civil society to articulate its needs is therefore limited. The study is a part of a deeper project comparing the reforms of state apparatus on the consolidation of democracy in Latin America and post-communist Europe.
