CONCEPTUAL POLICY STATEMENTS OF THE STATE REGULATION OF THE ALCOHOLIC BEVERAGES MARKET FOR ENSURING SOCIAL AND ECONOMIC SECURITY OF THE REGION

Abstract

The need to modernize the system of interagency interaction in the context of an increase in external and internal threats in the production, turnover and retail sale of alcoholic beverages accounts for the topicality of devising the methodological base and identifying mechanisms and building the system of measures for state regulation and development of the regional alcoholic beverages market. A comparative analysis was used to reveal the relationships between the authorities of the constituent entities of the Russian Federation on the issues of administrative and legal regulation of the alcoholic beverages market and identify the factors having a negative impact on the socio-economic security of the region. Conceptual provisions of the state regulation of the regional alcohol market presented in the paper are based on the balance of interests of the state, business and the population. Mechanisms for making managerial decisions of interdepartmental cooperation on regulation of the regional alcoholic beverages market are substantiated. To conclude, the proposed conceptual provisions can allow concentrating the efforts of the executive power on detecting and preventing threats, forecasting “risk zones” for the security of the regional economy and life of the population, given the limited powers of the region in solving the above considered problems. The modernized the system of interdepartmental interaction in the production, turnover and retail sale of alcoholic beverages can accelerate the processes of strategic and operational management decisions in the areas of responsibility.
