NETWORK UNIVERSITY AS A FACTOR OF REGIONAL DEVELOPMENT

Abstract

Background: For the modern Russian society is characterized as a violation of institutional links between higher education, business, and academic science. This is due to a number of reasons. First of all, the tradition of managing these areas under a centralized state regulation and radical reform of higher education, which is associated with deep restructuring of the entire it system. The One of the priority ways of development of higher education is the expansion of its network of relationships with stakeholders. This implies a gradual but radical change of the management model not only higher education but also all system of interaction of «universities – business – science – authorities». On materials of regional studies in one of the largest and most developed districts of Russia – Ural Federal district we show how the change in the system of higher education management on the basis of introducing the concept of the network University can become a factor in the development of the region as a whole. Methods: The research problem was based on the integrated methods multiple case study, involving a massive survey of students of the region (1860 persons), teachers (810 people), in-depth expert interviews (80 experts). Was carried out documentary analysis of case studies: 1) the network of universities; 2) types of network ties between universities. Results: We analyzed the practice of realization of the network of intra- and interregional linkages between universities, revealed the main problems of this interaction. It is shown how the development of the University from geographically distributed to electronic allows to go from the solution the regional and inter-regional issues to a more global network relations of a region. Conclusions: Thus it is concluded that the abrupt transition to the most modern forms of the network University is counterproductive because it not only contributes to the development of the internal infrastructure of the region, based on the relationships of the higher school of business, social and cultural sphere, but also leads to their degradation.
