NEW INSTRUMENTS OF SUPERVISION OR WHERE ARE THE BOARDS OF THE AUTONOMY OF THE LOCAL LEGISLATION?
Abstract
The Fundamental Law of Hungary came into effect on 1 January 2012 and it has resulted in major changes in terms of the entire state organization. These changes significantly affected local authorities also. The Hungarian system of the administrative supervision accomplished a unique system. A relatively strong supervision came true so, internationally with unique device, the replacement or substitution of the decree. The previous devices remained beside this, that they were joined by new ones. The paper analyses the experiences of the administrative supervision of local self-government in the context of the autonomy of the local governments. My hypothesis is the substitution of the decree is a necessary sanctioning instrument, and the local governments are parts of the state, so the supplement does not hurt their autonomy.
