IOANNIS CAPODISTRIA`S ROLE IN THE MINISTRY OF FOREIGN AFFAIRS OF RUSSIA IN 1809-1822

Abstract

The article is focused on the issue of evolution of I. Capodistria`s role in Russian Office. The author uses a wide list of published and archival documents and analyzes the reasons Capodistria was invited to the Russian Office, the factors affecting his career growth and his role in the Ministry of Foreign Affairs. The author applies the method of analogy based on comparing Capodistria`s career and his russian contemporaries. The results of the study revealed that Capodistria was invited to the Russian Diplomatic Office as "an eastern issue specialist" in the context of Russian-Turkish War 1806-1812. However further Alexander I the emperor of Russia made Capodistria work on his "constitutional diplomacy" as the diplomat had an experience in drafting a constitution and governing the constitutional state. Thus, Capodistria has become one of the chiefs of the Ministry of Foreign Affairs of Russia. The author specifies the role of I. Capodistria at Congress of Vienna and at the congresses of the Holy Alliance. The important issue of the reasons of simultaneous appointment for the post of State Secretary of two men - I. Capodistria and K. Nesselrode – is considered in the article. The author also reveals the range of issues which were within the remit of Capodistria`s authority as one of the chiefs of the Ministry of Foreign Affairs of Russia.
