ASSESSING AND PLANNING PUBLIC POLICIES FOR GUIDING HUMAN DEVELOPMENT
Abstract
The paper examines the role of public policy for human development between 2002-2017 periods by covering the 28 European Union Member States. In order to determine if public policies are playing a leading role for the Human Development process, we defined current public policy implying the Worldwide Governance Indicators (WGIs), namely: Government Effectiveness (GE), Regulatory Quality (RQ) and Control of Corruption (CC) collected from the World Bank. The components of development were defined through some dimensions of the composite Human Development Index (HDI), collected from United Nations Development Programme, namely: A Long and Healthy Life, Knowledge and A Decent Standard of Living. The Human Development Index is a measure considered within the analysis that divides the countries as follows: very high Human Development, High Human Development, Medium Human Development, and low Human Development. The research methodologies performed are the Pearson coefficient, the Ordinary Least Squares method and Panel model with Random and Fixed Effects. The results highlight that public policy has a significant impact on Human Development. Also, public policy could be considered as operational criteria to increase Human Development by enhancing the standard of living, the quality of education and health.
