SOCIAL CARE INNOVATION: FACING THE AGEING CHALLENGE IN A LOCAL CONTEXT

Abstract

The Adinberri strategy (The New Age in the Basque language) is aligned with the overcoming of the shared ageing challenges within the territory of Gipuzkoa (Basque Country, Spain). This project arises as part of an innovation project in public policies launched by The Provincial Council of Gipuzkoa (Basque Country, Spain) that is named Etorkizuna Eraikiz (Building the Future). This project adopts a government by network approach, where the public institutions produce social value by building and activating the multigovernmental relationships that constitute the named “new governance”. An in depth analysis of national and international policies, tools and models has been carried out in order to obtain clues, identify trends and good practices in relation to elderly care. This information have been corroborated by local agents in order to design an “Opportunity Map” in which all of projects with the possibility of application within the context of Gipuzkoa are collected. Nowadays Gipuzkoa is taking advantage of the phenomenon of demographic change, with a wide portfolio of internationally competitive industries oriented towards the demands of ageing. Gipuzkoa has achieved excellence in the provision of services with exportable assistance models, and it has created a Health Industry focused on demographic change
