OPPORTUNITIES TO IMPROVE THE ACTIVITY OF FARMER NON-GOVERNMENTAL ORGANIZATIONS IN LATVIA
Abstract
Non-governmental organizations (NGOs) are a dynamic and changing system that has to be able to quickly adapt to changes in society and the political or business environment. Nowadays, an important factor of competitiveness for Latvian farmers being in the European Union (EU) and working in the global market is available information and the ability to use it quickly and correctly. Besides, designing a future rural development policy has to take into account the presence of other EU Member States and the need to agree on creating a future Common Agricultural Policy for 2021-2027. In Latvia, many strong NGOs in various agricultural sectors have formed, and it is necessary for them to have a common position in their negotiations with politicians about the future of agriculture. Although the various farmer NGOs are strong in their own sector, with the agricultural policy becoming more complex and with pressure from other types of civil society organizations increasing, they have to be able to cooperate on a wider scale on establishing strategic priorities. In order the NGOs are not losing their influence and increasing their capacity, it is always possible to improve their performance based on expert advice. Therefore, the aim of the research is to identify opportunities for improving the performance of farmer nongovernmental organizations in Latvia. The consolidation of farmer organizations would significantly improve the exchange of information on current developments in the rural development policy; would avoid the duplication of everyday tasks and save resources as well as create a strong partner for public institutions at national and international level; and would create a reliable partner for the farmer, providing a wider range of services. The survey of farmers and the interviews of rural experts have pointed to the need to improve the pattern of mutual cooperation among farmer organizations.
