NATO ENLARGEMENT, FEARS AND REALITY
Abstract
The process of NATO enlargement received rather strong and exhausting criticism both in the academic and political sphere. However, only very few of the dire predictions about the negative impact of NATO enlargement have come true. No new dividing lines have been drawn in Europe. The new NATO members have always supported the NATO open door policy and have tried to help further NATO candidate states to get ready for the NATO enlargement. The deterioration of the NATO ability to provide collective defence has been caused by the focus on expeditionary operations and declining defence expenditures, not by the NATO enlargement. New NATO members have participated in many out of area operations and have provided a very significant contribution to the NATO effort. Political conflicts within NATO have been caused mainly by disputes between the “old” NATO members rather than by the qualitatively different character of the newcomers. Only very few of the dire predictions about the negative impact of NATO enlargement have come true and these negative impacts are mainly somehow connected to Russia. Paradoxically, the NATO-Russia relations worsened after the 2008 NATO summit in Bucharest when Ukraine and Georgia had not obtained the consent with the intensification of integration with NATO and the prospect of early accession, by which the entire process was postponed indefinitely.
