INNOVATION STRATEGY IN RUSSIA: TECHNOLOGY LOCALIZATION IN GLOBAL CONTEXT
Abstract
Over the last twenty-thirty years, innovation topic has received increasing focus. This is a policy domain that has changed radically as understanding of the correspondence between economic performance, innovation and technological transformation has grown. The ongoing process of globalization provides persistent reasons for increasing national contest for the “localization” of innovations: as business becomes transnational, the attractiveness of countries innovation systems and technological capacities become a strong national competitive advantage. The innovation development is declared to be one of the top priorities for the Russian Federation. One of the key objectives of the Concept of Long-Term Social and Economic Development of the Russian Federation Until 2020 was defined as the transition to the innovation model of economic growth capable to improve competitiveness of the Russian products and services on the domestic and world markets. The paper focuses on recent Russian government initiatives, determining future specialization of Russia in the global economy, and specifies major pillars of national innovation strategy in Russia.
