SLOVAK HOSPITALS EFFICIENCY - APPLICATION OF THE DATA ENVELOPMENT ANALYSIS

Abstract

Slovakia ranks among the European countries with the lowest efficiency of the health system. If Slovakia will use of its potential to increase efficiency in the health care system, it can according to the OECD findings manage to save up to 2.7% of GDP per year, it is a third of public expenditure in health care. Measuring the health systems effectiveness is becoming a fundamental problem because of its methodological complexity and problems associated with variations in health care systems, infrastructure, market dynamics, epidemiology and demographics. The aim of this article is to assess the technical efficiency of Slovak hospitals at the regional level for the period from 2010 to 2012. Data were used for analyses from the National Health Information Center of the Slovak Republic. Technical efficiency of Slovak hospitals was measured on the basis of data on the number of doctors, nurses and beds, representing the inputs and the number of completed hospitalization procedures and average length of stay in days, representing outputs of hospitals for all regions of Slovakia during 2010-2012. For the analysis we used two different CCR input-oriented DEA models. Based on the results obtained from the analysis was implemented a ranking of regions according to their effectiveness. The conclusion of the article points to the possible solutions of effectiveness in Slovak hospitals, which would help our health sector to move towards performance-better-functioning health care systems in the OECD countries and the EU.
