A PARALLEL BETWEEN ADMINISTRATIVE AUTHORITIES AND AUTONOMOUS ADMINISTRATIVE AUTHORITIES
Abstract
Administrative authorities and autonomous administrative authorities are public institutions included in the administrative system of the state. Each of these two types of authorities aim at enforcing laws and ensuring the proper development of the social environment. Administrative and autonomous administrative authorities have a joint purpose; however, they are different through various elements that reflect their very essence. From a time-related perspective, autonomous administrative authorities are legal entities that appeared much after administrative authorities, as a need was felt to limit the interference of political power in activities undertaken in certain public fields, thought to have a strategic importance, so as to avoid disruptions to the general interest. The governance of autonomous authorities is assured by objective experts, not involved in the political area, unlike administrative authorities where administration is assigned to political staff elected through the expression of general will. This paper aims at using the mechanism of opposition in a qualitative, constructivist manner, so as to draw a parallel between administrative authorities, considering a range of vectors, such as: the applicable legal system, the leadership method, the achievement of responsibilities, the interference of political influence, the financing system, etc. At the same time, we shall try to analyse, starting from this parallel, whether the establishment of autonomous administrative authorities neutralises in any way the action of administrative authorities.
