MONITORING OF REGIONAL INDUSTRIAL CLUSTER OPERATING CONDITIONS
Abstract
Practice of cluster development, being guided by basic provisions of theories, has certain national peculiarities and differs over the certain countries with the width of territorial coverage, extent of regulation, and forms of state participation as well. In RussiaВ’s economy problems both of origin, and effective functioning of clusters remain actual. We assume that a binding condition of effective cluster development in the Russian Federation is the system monitoring of clusters activity that allows participants of clusters timely to carry out correction of their activity, and authorities to see a status picture of cluster development with problem zones emphasizing. In this article, the methods of regional industrial cluster operating conditions monitoring taking into account to what extent this formation corresponds to a) standard features of a cluster, b) the best worldВ’s experience and national peculiarities and c) formal requirements for receiving the state support, are offered. The methodology developed taking into account the provisions mentioned, includes justification of the clusters operating conditions characteristics list according to the principles stated above, and the list of their measuring instruments in view of the mentioned conditions display level. This methodology is tested for carrying out Yaroslavl pharmaceutical cluster functioning condition monitoring. Its results will allow countryВ’s authorities to create a policy of regions cluster development support, to regional authorities persistently to carry out policy of interaction and support of cluster structures, to the management of the designated companies, relying on support from regional authorities, to carry out coordination of regional cluster activity more successfully, and to management of the participating companies to concentrate on resolving of cluster problem characteristics and to increase thereby activity efficiency.
