PUBLIC-PRIVATE PARTNERSHIP IN TOURISM PLANNING AS AN INSTRUMENT FOR TRANSFORMATION OF THE URBAN ENVIRONMENT
Abstract
The article is devoted to the analysis of the possibilities of improving the urban environment and the quality of life in large cities through the implementation of investment projects in the sphere of tourism and hospitality. The author considers the Federal Target Program “Development of Inbound and Domestic Tourism in the Russian Federation (2011-2018)”, which includes 112 investment projects proposed by 59 regions. Each project is the result of cooperation of state and municipal authorities with private investors. The state is responsible for creating a providing infrastructure, investors are directly interested in the development of the tourist objects and the service industry. Of these, 20 projects are directly related to the transformation of the urban environment in 19 regions. The author offers an actual typology of tourism projects aimed at the development of urban infrastructure and increasing the attractiveness of cities. This approach proposes a classification based not on a formal but on the content principle and allows identifying three groups of investment projects: the improvement and reconstruction of the historic city center; the reconstruction of the river embankment in the central part of the city: the creation or upgrading of the service infrastructure of the tourism and recreation industry. The author has studied in detail a lot of quantitative and factual data. The article concludes that the priority is to create or update the service infrastructure (2/3 of the total number of considered urban tourism development projects and the planned amount of financing). Public-private partnership in the development of urban tourism is actual for the following types of cities: that have a well-known cultural heritage and demonstrate a significant potential for cultural tourism; that are located on transit roads in relative proximity to popular tourist destinations: that intend to host major international events and become centers of business and event tourism.
