FORCED BEGGING, A FORM OF TRAFFICKING IN ROMANIA

Abstract

Every year in Romania, a significant number of youth and children fall victim to different forms of exploitation: sexual exploitation, forced labor exploitation, exploitation for begging, exploitation by forcing to commit juvenile delinquency. According to the studies published by the National Agency Against Trafficking in Persons (ANITP), in 2016 the number of victims was 756, 14% lower than in the previous year. Adult victims prevail (402 victims, of which 294 women and 128 men), although the number of minor victims is not negligible (354 minors, 312 girls and 42 boys). Most juveniles identified in 2016 came from biparental families (53%). The rest of the children (47%) had been either from single-parent families or institutionalized or in the care of relatives. At national level, exploitation for begging, as a form of human trafficking occupy the third place in order of the exploitation modalities, after sexual and forced labor. In 2016, 68 victims were exploited by begging (9% of all victims). This study was performed on professionals involved in providing support services to victims of trafficking exploited to be a beggars, which included several components: firstly, the creation of a socio-economic profile for both victims and families; secondly, identifying services provided by public and nongovernmental organizations; thirdly, presenting challenges encountered in the reinsertion of victims in their families and communities. A secondary-data analysis was performed using the case files and the support services reports.
