EXPLOITATION OF MODELLING IN OPTIMIZATION OF RAIL TRANSPORT IN THE EUROPEAN UNION

Abstract

Rail transport and its reforms are matters of current discussions. Member States of European Union have started to consider importance of rail transport and the necessity to emphasize it, as this matter has been underestimated in the past. As consequence, rail transport has lost its competitiveness to road transport. Due to this fact, there have been several reforms of rail transport on level of the European Union, in order to increase performance and to strengthen position of rail transport to other types of transport. These reforms have also aimed to create environment for competition within the rail industry. Importance of efficient setup of public rail transport will increase also in the future, in relation to problems of big cities which are overloaded with intense road transport. The cities are forced to create an alternative in order to eliminate expansion of road transport as result of increasing urbanization, as well as to utilize other forms of transport. The aim of this article is to identify essential legal regulations of the European Union related to rail transport and their current development trends which influence design of specific modelling of optimization of passenger rail transport. This article also includes proposal of process model of passenger rail transport. Presented contribution is part of solution of Project VEGA ?.1/00302/18 „Smart cities as a possibility to implementation the concept of sustainable urban development in the Slovak Republic“.
