MODERN TRANSFORMATION OF TOURISM SPATIAL ORGANIZATION IN RUSSIA
Abstract
The article deals with the problems of modern changes in tourism spatial organization in Russia. It is aimed at identification of key areas in this process and its specific features. The research methodology is based on a combination of systems approach, geographical and historical studies and spatial construction management. Tourism spatial organization in Russia is being formed "from above" (centrally), on the basis of programme-project approach and in accordance with the state programmes on tourism development in the country. The hallmark of the Federal Target Programme "Inbound and Domestic Tourism Development in Russian Federation (2011-2018)" is linked with the predominant cluster approach in tourism development. That means concentration of organizational and financial efforts within limited areas to build tourism facilities and supporting infrastructure and the use of public-private partnership. Tourism and recreation clusters as well as auto-tourism clusters are planned to develop in the knots of tourism area construction frame. Sochi Olympic region can be regarded as the largest tourism and recreation cluster in Russia. The problems and possible models for Sochi post-Olympic development are discussed. Southern Coast of Crimea and Sevastopol are considered to become prospective tourism and recreation cluster as well. A joint Black Sea tourism region can be arranged on the basis of these clusters. The analysis of achievements, problems and prospects for tourism spatial organization and planning in Russia serves for enrichment of global tourism development.
