Abstract

Human capital plays an important role in the development of an innovation-oriented economy, the multiplication and spread of which will allow to preserve the existing and create new competitive advantages in high-tech industries, improve the development of the territory. The article deals with the features of statistical evaluation of the effectiveness of investment in human capital. The authors emphasize the need for an integrated approach to such an assessment in accordance with the types of effects. The analysis showed that the government should actively participate in the creation of prerequisites for transition of economy to new technological way, using as a tool of financial support of breakthrough areas of science and education, forming and supporting the demand for educational programs that implement the priority training graduates and providing for the substitution of technological modes, using the allocation mechanisms of funding of education at the expense of the state budget
