POST-NONCLASSICAL UNDERSTANDING OF THE CATEGORY "QUALITY" IN THE SYSTEM OF PUBLIC PROCUREMENT IN RUSSIA: TRANSDISCIPLINARY ASPECT

Abstract

Philosophy and methodology of science has sufficient methodological and categorical resource for transposition of concepts, principles and categories of philosophy in various scientific fields, including applied. One of the key features of post-nonclassical science is multiparadigmatic. Often, this feature is the main factor in the emergence of a plurality of ideas and concepts in the context of one direction of research and post-nonclassical science and philosophy. At the turn of the century, the newest interdisciplinary scientific direction is generated – the theory of complexity, the basis of which can be found in the post-nonclassical science of V. S. Stepin, V. M. Rozin's limited liability methodology. Currently, the theory of complexity acts as a new methodology and ontology of scientific knowledge. Within the framework of post-nonclassical science, complexity theory gradually acquires the status of one of the key scientific directions. The concepts formed in the framework of the complexity theory are transposed into various scientific theories and modern scientific practices to enrich the categorical apparatus of the latter and the essential complement of categories. As a result, a single TRANS-disciplinary philosophical and scientific system is formed. Thus the "benefit" both sides: scientific practice receive a thorough philosophical understanding in postclassical science and have the possibility of applying philosophical and humanitarian methodologies, in particular slojnostei, in their studies, and slojnostei categories are complemented by new semantic and functional load and tested in a wide range of applied Sciences. One of the fundamental philosophical categories, which have a reasonable interpretation in the framework of the theory of complexity, is the quality, rather complex quality. Slojnostei quality is, on the one hand, non-linear, evolving probabilistic way by a variety of different parameters category of postnonclassical philosophy and science, both in terms of quantitative changes, and internal variability of the system on the basis of differentiation and nakaplivaetsya; on the other hierarchical category system, which is composed of many complex properties and moneychest and which possesses such specific characteristics as contextuality, testability, ambiguity and identifitsirovany. Such a detailed definition of complex quality makes it possible to talk about the multiple refraction of this category through the prism of technoscience and various scientific practices, which once again confirms the statement about the use of this category in TRANS-disciplinary studies. Within the framework of this scientific work,an attempt is made to consider the post – non – classical understanding of quality as a category of complexity theory-complex quality-in terms of modern scientific practices. The beginning of the XXI century in the Russian economy is marked by rapid development of the state order system. Thus, the formation of a new state contract system on the basis of Federal law 44-FZ, the regulation of relations "customer – supplier" in the purchase of goods, works, services on a contractual basis under Federal law 223-FZ provided a wide field for scientific and practical discussions. In this regard, it is advisable to transpose the value of complex quality into the system of public procurement.
