ENGINEERING AS A TOOL FOR FORMING THE COMPETITIVE ADVANTAGES OF THE NUCLEAR INDUSTRY
Abstract
The relevance of this study is due to the need to develop the scientific base of engineering activities, including the approach to understanding engineering as a tool for creating competitive advantages and increasing the competitiveness of organizations. Engineering covers the whole life cycle of the object: from the idea and its development, the creation of a prototype, the application into production, including the subsequent promotion, implementation, maintenance, up to utilization. At the moment the Russian engineering market is in the stage of formation. There is no single scientific and legislative approach to the understanding of engineering and its scope. Not all normative legal acts affecting the engineering sphere are characterized by uniformity and completeness of the interpretation of engineering and engineering services. And if there are enough researches, devoted to industrial engineering, then issues of integrated engineering are given insufficient attention. Thus, additional research is required in this subject area. The purpose of this work is to develop a terminological apparatus and model of engineering that takes into account the specifics of engineering activity in the construction of complex engineering facilities in the nuclear industry and aspects of the theory of competitiveness. In the development of the author's approach to the concept of engineering and its model, taking into account the specifics of the nuclear industry, there were used general scientific methods of analysis and synthesis, methods of logical and system analysis, based on historical, systemic and multi-level approaches. The authors have extended the notion of engineering not only as an instrument for improving business efficiency, but also as a mechanism to increase its competitiveness, including by adding new engineering functions: coordination and communication with stakeholders. The presented approach to the concept, firstly, will allow using the potential of engineering in managing the competitiveness of modern enterprises and organizations, secondly, it will allow the participants of the engineering division to balance resources, reduce deadlines, improve the quality of the construction of complex engineering facilities and providing other engineering services, thirdly, it will allow to develop a model of engineering of the nuclear power complex. The approach can be applied in other industries in the construction of complex engineering facilities (for example, when building bridges, constructing pipelines, etc.). There is presented a comprehensive model of engineering, based on the theory of managing the life cycle of complex engineering objects and the developed approach to the concept of engineering. It differs from existing developments by taking into account the specifics of the nuclear power complex, extended representation of engineering functions and the entire life cycle of nuclear power plants. Thus, the proposed model will make it possible to form an understanding of engineering as one of the key approaches to increasing the competitiveness of both individual companies and divisions, as well as the entire nuclear energy complex of Russia in the world energy markets.
