INTEGRATION “UTILITY” AS A RESULT OF NATIONAL AND REGIONAL INNOVATIVE ECOSYSTEM INTERACTION

Abstract

Integration is an integral feature of the modern world and one of the main consequences of globalization. The scientific substantiation of integration remains relevant when considering the impact of integration projects on the national and regional innovative ecosystem interaction leading to new industries development. The paper considers the category of “utility” and a complex of factor values as a tool for estimation of their integration effects. They include economic indicators of economic growth stabilization, being the consequences of sales markets expanded, mobility of production factors, innovation activity and investment attractiveness increased. In addition, indicators reflecting commercial, political and public interests of all interested parties are employed. The index of integration “utility” determines integration effect by linking all indicators considering their significance. The expert assessment estimate values of weighting factors and reflect common integration interests of all participants. A single assessment scale reflects the ranges of relative indicators values to ensure commencer ability and the assignment of real values to weight coefficients. The research findings demonstrate that the calculated values of the integration “utility” index can adequately characterize the effects resulting from the interaction of national and regional innovation ecosystems. Organizational monitoring of the results allows minimizing the impact of destabilizing factors on the value of stream variables and adjusting the correspondent administrative actions to achieve integration effects. The proposed approach to assessing the integration “utility” has an analytical and applied significance, its results being arguments in favor of integration associations, expanding the opportunities for creating new industries in the region’s economy.
